Because it's FOUR O'CLOCK IN THE MORNING DUMBASS.Why is Fox and CNN not live currently?
CNN spends a long time making sure the news they receive and give out is truly legit and makes sense so they are not always live. So concurring their material during the time is why they are not always live When talking about FOX news I have no idea.
Also depends on where you live...

Fox and CNN go to repeats overnight unless there is a very big story, which in that case they will break tape, and go live.
Weekdays they go live at 6AM EDT, MSNBC goes live at 5AM EDT, weekends I think an hour later.
