Can One Legally Use Live Filmed Footage?

If a news organization films something live and unscripted by the news organization filming it, what are the legal implications of using that footage? Like, if CNN filmed the State of the Union, would somebody be able to use that footage or would they have to use C-SPAN's bad quality version?Can One Legally Use Live Filmed Footage?
See if you can find a version that was done by an employee of the US government. That video would not be covered by any copyright.Can One Legally Use Live Filmed Footage?
If any network, company, party, etc recorded something, you will need their express consent to use it and you must give all credit to them. This is if you are using it for publication (youtube, term paper, etc).



If you are using it for personal and private usage and are not passing it around, selling it, or using it in some way to besmirch someone or something, you can usually use it without consent
